Annual Review - Appeal Guidance
We would generally recommend that golf club's formulate their own appeals process.
A few points worth considering for your Appeals Process:
- Appendix D (Page 98-99 Rules of Handicapping) - "a player must be made aware of, and given the opportunity to contribute towards, the Handicap Review process to the extent practicable and must have recourse to an appeals procedure, if requested."
- It is recommended that any appeal should be made in writing with supporting evidence.
- It is common for a club to provide a specified timeframe for the appeal to be made e.g. "any appeal must be made within 10 working days in writing to the Handicap Committee."
- It is recommended that any appeal must contain the grounds for the appeal;
- The appeal should be heard or managed by an Appeal Panel that shall usually consist of handicapping committee members who were not involved in the original proceedings. It is recommended that a chairperson is nominated.
- The Appeal Panel can review the evidence used as part of the Annual Review and any supporting evidence submitted by the applicant.
- Generally the Appeal Panel will have the following powers:
1. To dismiss the appeal; or
2. To alter or vary the original decision.
- The decision of the Appeal Panel is deemed final and binding.
