Why is Course Rating minus Par being factored into the Course Handicap Calculation?

The Course Rating™ figure is an indication of the overall playing difficulty of a golf course, the higher the Course Rating™ figure the tougher the golf course. With this in mind, it is only right that a player is properly compensated for in the number of strokes they receive in their Course Handicap™, when attempting to “play to handicap” on that golf course. 

Important to note that Par is not an accurate measurement of course difficulty, as you could have two golf courses with the same Par figure, however, they may pose a very different challenge to a golfer.
